Helvetas
is a small private Swiss organisation. Helvetas sent his first expert
to Nepal in June 1956. Together with archtitects, technicians, dairy technicians,
farmers and cattle-breeders he built three alpine cheese dairies in Langtang.
Since that time Helvetas is operating in Nepal to support smaller projects,
attuned to the requirements of the disadvantaged.

The
Swiss Cooperation Strategy for Nepal 2005-2008 recognizes that staff safety
is of paramount importance. This can best be managed in close cooperation
with other agencies, as the formulation of Basic Operating Guidelines and
regular meetings in times of crisis (e.g. the royal takeover on 1 February
2005) have clearly shown.
The
Swiss Cooperation Strategy Nepal 2005-2008 consists of three main components.

Bi- and Multilateral Framework
Livelihood
and Inclusion (inclusive participation)
Meaningful
Dialogue and Conflict Transformation
The
Swiss Cooperation Strategy for Nepal 2005-2008 is intended to last at least
3 years (mid 2005 - mid 2008).

The
Swiss Agency for Development and Cooperation (SDC), which has been working
in Nepal for more than five decades, has suspended its projects. Reports
quoting the SDC Country Director in Nepal, said that they had trouble with
the Maoists for the last eight months, as they (insurgents) had been demanding
the SDC to contribute financially or register with the outfit and added,
"These go against our basic guiding principles. When we face such impossible
demands, we just have to stop." |

The
political and economic situation in Nepal and the framework conditions
for development cooperation have declined drastically since the worsening
of the conflict. |
The Swiss
Development Cooperation (SDC) , a Swiss government organisation, is
considering terminating work in areas where rebels are insisting that the
agency formally recognise the Maoist local administration. SDC works in
54 of Nepal's 75 districts with basic health, forestry and education and
many of its projects are regarded as models for cost-effectiveness, sustainability
and local participation.
"Wherever
we go in these places, someone shows up and asks us to recognise their
administration," says Joerg Frieden, SDC's Kathmandu-based director who
has just returned from a fieldtrip himself. "How can we have double standards
by recognising both the government and the rebel administration?" This
is exactly the same question other donors are asking.
This
is the first time local Maoist cadre demanded that aid agencies work through
them.
