to Monitor HR situation Prior to CA Election

The
National Human Rights Commission (NHRC) has begun the national level monitoring
and counseling in connection with the Constituent Assembly election. The
separate teams including the Chairperson and the Member Commissioners
have been deployed in all the development regions
of Nepal to monitor the human rights situation
during the pre-CA Election period. |

In
this connection, the team including the NHRC member and the CA election
committee coordinator Ram Nagina Singh has proceeded to Nepalgunj whereas
the member Dr. KB Rokaya has proceeded to Dhangadi. Likewise, the NHRC
Chairperson Kedarnath Upadhyay as well as the secretary Bishal Khanal are
proceeding to Pokhara and the member Gauri Pradhan is proceeding to Biratnagar
tomorrow.
During
the visit, the teams will hold the discussion with the
regional level government authorities, civil society, representatives
of non-governmental organizations including all the concerned
stakeholders and obtain the necessary information
with regard to the election activities taking place in
various parts of the country prior to the election. The
teams will also stress upon the citizens' freedom of
expression of the concerned area, freedom of movement,
law and order situation, rights related to voters, candidates and
civilians providing the information through the appeals furnished
under "Do's" and "Don'ts" with human rights perspective on the part
of the stakeholders during the CA election. Likewise, the teams
will conduct the discussion with the election observers for
building the effective monitoring mechanism with regard
to the election activities and the over all human rights situation
in various parts of the country.
Meanwhile,
on the same occasion, the NHRC Chairperson and the members will hold discussion
with the stakeholders over the draft of the three year Strategic Plan 2008
- 2010 prepared by the Commission. The draft of the Strategic Plan includes
the Commission's activities with regard to the economic, social and cultural
rights, rights of marginalized communities, transitional justice and impunity.
