Following the approval by Commissioner Mrs Benita Ferrero-Waldner, the European Commission wishes to announce that it intends to launch an Election Observation Mission (EU EOM) to Nepal for the Constituent Assembly Elections scheduled to take place on 10 April 2008.

The Commission wishes to inform interested applicants that although the elections date was announced by the Government, the risk of another postponement is not to be excluded. Therefore, if the elections are postponed, the reselection of the observers will need to be re-launched.

The Commission invites interested applicants to submit their candidature for one (maximum two) of the following positions:

-Deputy Chief Observer
-Legal & Human Rights Analyst
-Election Analyst
-Political & Country Analyst
-Media Analyst
-Press & Public Outreach Officer
-Observer Coordinator
-Operations Expert
-Security Expert

Screening of applications to establish shortlist:

The length of the contract is indicative.

The selection procedure will entail the following steps:
For each position incoming applications will be assessed against the following criteria:

- Complete application received within deadline,

- Mandatory nationality of EU Member State,

- Declaration of availability for entire deployment period

- Language proficiency: fluency in English - level 3 = fluent,

- Professional experience:
i) participation in at least three EOMs (also of other organisations; as Core team member or LTO), and ...
ii) holding the same position2 (for a minimum of two time) or holding comparable positions (for a minimum of two times), or specific ad hoc training,

- Computer literacy.
In case more than three candidates pass the above criteria, the following criteria will be used to establish a shortlist of three candidates:

- Professional experience in EUEOM and other EOMs, and experience gained in the field of election assistance

- participation in an election observation training (e.g. Member States training, NEEDS, EUEOP or other) will be considered an asset, and, in case of a participation in a NEEDS training, feedback received about trainee at training,

- Knowledge of the country or region. Experience in the South Asia Region is an asset

Selection of one candidate from the shortlist

The selection committee will select one of the three candidates short listed for each position taking into consideration the following elements:

- Professional experience in EUEOM and other EOMs in the same position and comparable positions,
- proven managerial capacity, organisational skills and capacity to work as part of a team in past EUEOM,
- Knowledge of the country or region,
- Language proficiency in English (level 3 = fluent)

The selection committee will also aim to achieve a balanced mix of nationalities and gender in the composition of the core team. These aspects provide additional criteria for the selection of Core team members.
In addition, full flexibility is required from the candidates in terms of mission timetable.
