Rigorous
conditions against publishers of local newspapers

Local
administration in Nepalgunj issued a set of rigorous conditions against
publishers of local newspapers. The conditions included the following:
No
newspapers shall publish news that could have negative impact upon the
country's sovereignty, territorial integrity and the law and order.
Nothing
shall be published that may undermine in any way the institution of monarchy
and the Royal proclamation of Feb 1.
No
news relating to bandh (strikes) called by Maoists or their sister organisations,
and the loss of life and property caused by the Maoists against the security
forces and government agencies, shall be published.
The
loss on the Maoist side during security operations may be published but
incidental loss of lives of civilians cannot be published beyond what is
mentioned in the statements given by the government spokespersons.
Civilian
loss due to Maoist activities can be published.
Security
authorities can verify any information about the Maoist activities, which
the press may have received through any medium.
Irregularities
on the part of any government agencies and their weaknesses could be published
after careful examination, along with evidences as far as possible, but
it should not be motivated to baseless assassination of characters or demoralizing
the civil servants.
Notices
and activities of the political associations and other affiliated organisations
cannot be published, but that of social, religious, and economic organisations
could be published.
The
news, articles or features published or broadcast from foreign countries,
relating to Maoists and other political organisations, cannot be published
(even) by quoting. Nor shall the news on Maoist activities in the Indian
Territory be published.
All
the newspapers should compulsorily send a copy of the published newspaper
free-of-cost to the monitoring team.
Other
directives given by the Ministry of Information and Communications should
be followed.
