Helvetas
has committed Nu. 66.825 million (2,475,000 Swiss Francs) to support a
project to enhance the skills in financial management within the finance
ministry to foster good governance. An agreement formalising this commitment
was signed on September 13 by the SDC/Helvetas resident coordinator, Mr.
Dieter Zuercher and the director general of the department of aid and debt
management, Aum Yanki T. Wangchuk in the presence of the SDC Desk Officers
to Bhutan and the finance office of the ministry of finance. |

The
project will strengthen the National Finance Services through the development
of knowledge, ability and skills of accountants in the ministries and dzongkhags
for efficient and transparent public financial management. Under the project
345 candidates will betrained within the country and abroad.
Mr.
Dieter Zuercher said the project will support decentralisation by having
more qualified accountants at the field level. The project which started
on July 2001 will end in December 2005 and will be nationally executed.
For SDC/Helvetas this is the second project to enhance good governance
after the HRD support to the royal audit authority that ended last year.
In
August this year the SDC/Helvetas also committed Nu 9.759 million for the
reconstruction of seven suspension bridges washed away by floods on top
of already committed funds.
A
spokesman from SDC/Helvetas said the ministry of finance had requested
Helvetas in November 2000 to support the reconstruction of washed away
suspension bridges. Out of 13 bridges that needed to be replaced seven
bridges have been prioritised. The total estimated cost for the reconstruction
is Nu 12.634 million, of which the government and the beneficiaries will
contribute Nu1.150 million and Nu 1.725 million. The reconstruction of
the bridges is expected to be complete by December 31, 2002.

The
director general of the department of aid and debt management, Aum Yanki

signed a memorandum of understanding in Thimphu.

The
SDC/Helvetas has agreed to finance the seven prioritised bridges for a
total amount of Nu 9.759 million. The contribution is in addition to already
committed funds, explained the spokesman.
The
total estimated cost for the reconstruction totals Nu 12.634 million, while
the government is expected to contribute Nu 1.150 million the beneficiaries
will be contributing Nu 1.725 million. The reconstruction of the bridges
is expected to be complete by December 31, 2002.
