Extortion drive:
Bhutanese refugees at all three camps in Damak's Beldangi
were terror-stricken as Bhutan's outlawed party the Bhutan Communist Party
(MLM) launched its extortion drive there. The representative of the outlawed
party started collecting money saying that the funds will be utilised for
waging a people's war in Bhutan. End of January the Bhutanes Army has destroyed
a camp of one the faction of the Bhutan Communist Party (MLM) in southern
Bhutan.

Forensic scientists from Finland are investigating a recently
discovered site near Kathmandu thought to contain the buried or cremated
remains of up to 49 people. The site is thought to contain the remains
of people who disappeared after being detained by the army.

people's councils" throughout Nepal. The absence of municipal officials,

has criticised the recent decision by the parliament to abolish the monarchy.

Maoist top leader Prachanda said that if the constituent
assembly elections were deferred once again, the CPN (M) would begin a
peaceful revolution from 6 April 2008.

The Three Madhesi parties formed a new alliance,
called United Democratic Madhesi Front (UDMF), and announced a protest
movement. The new alliance includes Madhesi Janadhikar Forum (MJF),

A indefinite strike called by United Loktantrik
Madhesi Front (ULMF) affect daily life in Bara, Saptari, Banke, Bardiya,
Mahottari, Morang Nawalparasi, Siraha, Dhanusha, Sarlahi, Sunsari, and
Udaypur districts. A strike called by Federal Limbuwan State Council (FLSC)
had shut down shops and vehicular movements in Dhankuta and Tehrathum districts.

said that public security, especially in the eastern and central Terai,

Members of the parliament participating in a seminar

Former Maoist rebels are spreading fear and insecurity through
intimidation, abductions, threats and extortion, and are responsible for
the current political crisis, human rights workers and independent analysts
say.

The Carter Center is encouraged by ongoing talks with Madhesi
leaders and hopes that this indicates the government's renewed commitment
to addressing the challenges the country is facing as it prepares for the

International humanitarian aid agencies have expressed
concern about the political crisis and the humanitarian implications for
vulnerable communities in the Terai region of southern Nepal. The access
to food supplies, health and other humanitarian services has been limited
since 12 February due to an indefinite strike called by the United Democratic
Madhesi Front (UDMF) or Samyukta Loktantrik Madhesi Morcha (SLMM)
- a coalition of political parties campaigning for the rights of ethnic

Samyukta Loktantrik Madhesi Morcha (SLMM) signed an eight-point deal.
Following the agreement, the agitating SLMM also called off its 16-day

Security:
The
Election Commission is not content with the security situation in the Tarai
and a few eastern hilly districts. The commission has repeatedly asked
the government to step up security measures to ensure that the situation
in those districts, especially in a few Tarai and eastern hilly districts
(Siraha, Saptari, Udayapur, Bara and Nawalparasi), does not go "out of
control". |
